What are those seas like? Long-period swells (a dinghy could handle those) or close, steep close together whitecaps? So the most accurate answer is " it depends."

Now, were you to ask if pontoon boat was a recommended type for offshore work, we would say no.

Yes, if it's a Beachcat 23, fiberglass one piece catamaran hull rated for 4 ft. chop. I own one and have taken it out in 4 ft. chop with no problems. If you keep the speed up, the air cushion effect smoothes out the bumps.
