The problem sounds like you might have a plugged intake line somewhere, or your water pump has failed, what happens with the water pump is the rubber gets really hard from sitting for so long and in cold weather it gets worse, the other thing it might be is the intale tube that runs up to the water pump might have come out of position, and the water is not getting to the pump, either way you will have to take off the lower unit, to find the problem sorry for the bad news but good luck :-)

Guess I was hoping to hear about a way to backflush a birdsnest out or a special tool to unstick the impella. Well, it is what it is. I really appreciate your insight, thank u Myles.

Myles is probably dead right... but ream out the telltale output with some stiff fishing line or light wire before you drop the L/U. Sometimes this can get plugged, and the low RPM of running on a flusher, doesnt get blown out.
