I am looking at a Sea Ray 240 sundeck w/ Bravo 350 magnum and runs smooth but tops out a 4000 rpm 30 mph. specs out 4600 -5200 RPM WOT. why

Could have a bigger prop or a cable adjustment.

Check prop and throttle cable. My bet would be wrong prop.
