Is this occuring when using municipal water, water from your onboard tank or both? I doubt its an accumulator tank problem: these are designed to prevent pump cycling.

Does it happen at all the faucets? (head and galley) or just one?

I'd start by checking to see if the aerator on the offending faucet is loose, or clogged.

Next, check the freshwater tank's vent and make sure it is clear.

Next check the fittings and hoses on the supply side and make sure all are tight, with no leaks or drips.
