You don't say what its doing, like it's stiff,wont turn,feels like it's has power then has none then has power then none,belt squeals, smell the power steering fluid what does it smell like BURNT? if we had more info we can help more on figuring out what might be the problem,so if you could do that and what engine and drive is in the boat, we can give you more info. :-)
