I like Seaworthiness: The Forgotten Factor by CA Marchaj. Also try Storm Tactics Handbook by Lin and Larry Pardy
Additionally, the accounts/diaries of the polar explorers provides excellent intel and insight--look for books by Amundsen, Nansen, Perry, Shackleton, etc.

Most people I know recomend Chapmans Guides to whatever. But can't verify that from my own knowledge.
When I'm out and the weather gets rough I find the nearest bridge or friendly dock to tie up at.
